Expose docker port

I am running Cassandra docker image using nomad orchestrator which runs my Cassandra docker image. I am able to connect to Cassandra using cqlsh from outside of container on terminal. I wanted to connect Cassandra using Java program but I am getting error that cannot connect to the db server. The connection is getting refused from docker side. From my analysis i found that the port i am trying to connect to is not exposed. I am not sure how to do that on docker using nomad.
